Alessandro Fabbri (1877–1922), a Mount Desert Island resident, explorer and inventor, built and equipped the Otter Cliffs Naval Radio Station before the United States entered World War I. After receiving a Naval Reserve commission, he commanded the station from its opening in August 1917 until December 1919. The station was dismantled in 1934, and the memorial was erected in 1939.
